PUD analyzes cost of service

EPHRATA — The Grant County Public Utility District commission interviewed different financial consulting groups last week, needing one to analyze exactly what it costs the utility to provide electricity to various customer classes.
Data revealed through a Cost Of Service Analysis (COSA) could be used to ensure customers pay for electricity in proportion to their use of the service and the particular demands they place on the system.
PUD general manager told the commission it's been too long since a COSA was completed, particularly since the utility received analysis from an outside group.
The commissioners interviewed representatives from D. Hittle and Associates, Inc., of Kennewick; R. W. Beck, Inc., of Seattle; and the combined firm of Economic and Financial Strategies LLC and Financial Consulting Solutions Group, Inc.
Commission President Randy Allred and Commissioner Greg Hansen pushed for a rate analysis immediately after, possibly during, the COSA.
Commissioner Terry Brewer argued to hold off on rate analysis.
Commissioner Tom Flint probed each group with questions about irrigation. He said Grant PUD has a "wide spectrum" of different irrigation customers.
The commission, with four present and Commissioner Bob Bernd listening in via telephone, unanimously decided to eliminate R. W. Beck from consideration.
PUD staff members were ordered to check the references of the remaining consultants and evaluate their previous work.
The commission is scheduled to take the issue up again today.
