More captains for Post Falls police

POST FALLS - The Post Falls City Council on Tuesday night agreed to promote three police administrators who have taken on additional duties held by the former captain and create another code enforcement position with an engineering slot that was eliminated.

Police lieutenants Pat Knight and Greg McLean will be promoted to co-captains in the reclassification. The lieutenant positions will not be filled. Communications manager Charlene Holbrook will be promoted to communications director.

The total cost for the promotions, a 5 percent raise, is $12,000, but the former captain's position held by Chief Scot Haug has remained unfilled for the past year, saving the city $100,718, including salary and benefits.

The council also created another code enforcement position to handle an increase in nuisance calls with a former senior engineering technician position that was eliminated.

The council has asked staff to build the city's fiscal 2011 budget with no tax increase. The city has eliminated or not filled vacancies with eight positions in the past year. It does not plan to immediately fill two planning positions that will be vacant after this week.
