Previously submitted highway district comments still valid

Resident property owners in East Side Highway District do not need to resubmit comments protesting the three local improvement districts the commissioners have approved, according to district officials.
Although another hearing was held on Monday night to collect public testimony again on the matter, written comments that were submitted earlier are still valid, said district Commissioner Jimmie Dorsey.
"Our legal staff has told us that none of that has changed," Dorsey said on Monday.
When the Kootenai County commissioners review the three LIDs, they will be presented with the written comments that were already submitted, Dorsey said.
He added that county staff had been misinformed that the hearing on Monday night started the entire public comment process over.
County Commissioner Todd Tondee said on late Monday afternoon that he was under a different impression, that time constraints required comments to be resubmitted.
County attorneys will confer with East Side legal staff on the matter, he added.
"This whole process is new and hasn't been done anywhere else," he said.
The highway district commissioners have approved three LIDs totaling half a million dollars to help fund overlays for sections of road in Harrison and Coeur d'Alene.
Enough resident property owners have protested to require a county review of the LIDs.
