Lorna Casey-Kaiser hopes to bring sweeping changes to East Side Highway District.

"I believe there are many issues and problems with the highway district," said Casey-Kaiser, running for the district's zone 1 commissioner seat. "I believe I can resolve a lot of those problems because I care."

The Coeur d'Alene resident will strive to increase transparency, she said, by posting agendas online and listening to residents with a friendly attitude.

She also hopes to tweak road maintenance, she said, like eliminating high berms after snow plowing and creating a plan to ensure preservation of drainages, ditching and culverts.

"I have heard many good suggestions from residents on how to make our highway district better," said Casey-Kaiser, who declined to give her age. "I'm willing to listen."

Casey-Kaiser, who helps run marketing for her husband's salsa company, previously owned a hospitality business in Southern California.

She has also worked as an independent legal assistant, which she said involved extensive research that has sharpened her analytical approach to problems.

Casey-Kaiser has spearheaded protests of the three local improvement districts recently approved by the current commissioners.

She would be affected by the LID for Sunnyside Road, she said, as she lives in and pays taxes for her grandmother's property in that area.

She wants to pursue legislative changes on how LIDs are created, she added.

"If you have abusive people in office, they can abuse this power," she said.

Casey-Kaiser has three children with her husband, Lee Kaiser.

Originally from San Fernando Valley, Calif., she has lived in Coeur d'Alene for 11 years.

She promises to be a voice for the people, she added.

"This is what our government is about. It's for the people, and by the people," she said.
