POST FALLS — The Post Falls City Council tonight is expected to approve a $285,000 agreement for its water reclamation facility master plan.

The agreement with JUB Engineers is to update a plan adopted in 2006.

“This study is more than an update of our previous study,” said Terry Werner, the city’s public works director.

The study includes 16 different tasks, ranging from existing conditions of the plant, population and flow and load projections.

Werner said the 12-month study will meet the 20-year needs of the plant and requirements from the U.S. Environmental Protection Agency.

The agreement also includes pilot testing, reuse opportunities for reclaimed water and disinfection to meet 20-year growth.

“This is a major undertaking,” City Administrator Eric Keck said. “It is more than just putting together a plan with proposed trunk lines. There is a lot of design work for the system, including treatment and a fee study. The price is not really out of line for the amount of work that is to be done in the plan.”

The agreement is under the consent calendar on the agenda.

The council will also hold a public hearing on a tree planting ordinance amendment for developers.

Rather than require developers to plant trees during construction, fees for future tree installment would be collected at the time the construction agreement is approved.

In other business, the council will hear a presentation on the Dirne Community Health Center. The nonprofit plans to expand to Post Falls this year.

The meeting starts at 6 p.m. at 408 N. Spokane St.
