Man accused of child enticement pleads guilty to other, related charges

COEUR d’ALENE — A Coeur d’Alene man pleaded guilty on Monday to three charges stemming from his arrest earlier this year for offering to buy two little girls from their grandmother.
A charge of child enticement, however, was dismissed against Shan A. Anderson, 32, as part of the plea deal between city prosecutors and his defense attorney.
In a Kootenai County courtroom in front of Judge Penny Friedlander, Anderson pleaded guilty to disturbing the peace, attempted custodial interference, and resisting arrest. A sentencing date was not set.
On June 1, Anderson was sitting in the passenger seat of a parked Ford Explorer in a lot near Barton’s Country Treasures, at 1034 N. Third St., drinking from a 40-ounce beer.
According to a police report, Anderson offered some cash to a woman in the parking lot for her grandchildren, who were 2 and 3 years old at the time. Police found five $5 bills and six $1 bills on Anderson when he was booked into Kootenai County jail.
The grandmother told police he flashed at least one $5 bill and some other bills at her when the offer was made.
The grandmother told police that Anderson said to her, “‘I’ve got money for the girls to come with me; I want them to come with me.’”
The children then were taken inside Barton’s and Anderson tried to go inside but was stopped by someone at the store.
The resisting arrest charge stemmed from Anderson struggling with officers who sought to get Anderson into a patrol car after the grandmother placed him under citizen arrest.
Officers used a headlock, knee strike to his upper leg area, and “moderate force” kicks to his shin to get him into the vehicle.
During the course of the investigation, officers learned of a second incident, at the same location that occurred a few minutes earlier when Anderson allegedly attempted to lure an approximately 11-year-old boy who was walking home from school.
A witness said “the boy had a funny/disturbed look on his face and ran away,” according to a police report.
Court records show that Anderson was sentenced to months in jail when he was 16 years old after being convicted of lewd conduct with an 11-year-old in Kootenai County. That incident involved genital on genital contact, court documents said.
Anderson also was arrested in February 2009 for possession of a controlled substance and drug paraphernalia; and in July 2008 for obstructing an officer, littering and urinating in public. He had earlier arrests for DUI and having an invalid driver’s license; robbery; and petit theft, according to court documents.
