Post Falls to consider mobile park water request again

POST FALLS - The operators of a Post Falls mobile home park are again making a plea to the City Council to provide city water to the site due to health concerns.

The council will re-consider the request of Northwest Management Property, LLC for its 40-unit Savory park off Ross Point Road on Tuesday at 6 p.m.

"We are very concerned that the current water systems could have the potential to become a health issue now and into the near future," the group wrote in its request to the council.

"We have spent the last three years looking at every possible upgrade/remedies to prevent potential unhealthy water. Northwest Management Property, the DEQ (Department of Environmental Quality) and Water Works (water system operator) all agreed that the most desirable option is city water."

The council could consider an annexation request, enter into a contract to sell the owners bulk water and not annex or deny the request.

"They would like to have the council consider bulk water sale to the park if the city isn't willing to annex," said Terry Werner, public works director.

Werner said the city has a high total organic carbon count near the location, which indicates higher probability for coliform bacteria growth.

The council in October denied the group's water request and, in doing so, annexation wasn't considered. Mayor Clay Larkin broke a 3-3 tie in the vote, saying providing water would likely lead to other needed services such as wastewater and streets.

Police Chief Scot Haug also said he had concerns over the increased workload his department would face if the park is annexed. The Kootenai County Sheriff's Department responded to the park 87 times in the past year; 36 of those were serious in nature such as drugs and domestic violence.

Werner earlier said there are other ways to access improved water than tapping into the city system, but they may be more costly.

In other business, Joe Malloy, Kerri Thoreson and Skip Hissong will be sworn in on the council.

Hissong and Thoreson were re-elected in November, while Malloy defeated Scott Grant, who was on the council 21 years.

The following will be re-appointed to city boards: Bill Miller, Building Code Board of Appeals; Cheri Hodl, Jackie McAvoy and James Hail III, Parks and Recreation Commission; and Deborah Patterson and Dave O'Brien, Urban Forestry Commission.

On the Planning and Zoning Commission, Lynn Borders will be re-appointed and Ryan Davis and Fred Ostermeyer will be appointed.

On the Urban Renewal Commission, Larry Carstensen will be re-appointed and Samantha Babich appointed.
