Man kidnaps roommate's children

MOSES LAKE - A man was reportedly shouting in the street Thursday night, shortly before kidnapping, and fleeing on foot with, his roommate's two young boys.
At around 11 p.m. Grant County Sheriff's deputies responded to a report of a man yelling at the intersection of Arlington Drive and Lowry Street in the Larson housing area, north of Moses Lake, according to Grant County Undersheriff Dave Ponozzo on Friday afternoon.
Deputies found Shane J. Soares, 30, Moses Lake, who was reportedly "walking back and forth screaming about God saving us all" and saying "kill me now," according to a county dispatch report.
Soares allegedly said he was acting out because "the Lord told him to" and told deputies his nearby home was "infested with demons," Ponozzo stated.
Despite Soares' comments, deputies had no probable cause to arrest or detain him, Ponozzo stated.
In order to legally detain someone for mental health reasons, Ponozzo said law enforcement personnel must determine "with specificity" that the person is a danger to themselves or others and have mental health professionals sign off on the assessment.
About an hour later, 9-1-1 dispatchers received a "frantic" call from a woman, who said Soares was her roommate and had just kidnapped her two boys, ages 3 and 4, after accusing her of poisoning the children.
The woman reportedly told dispatchers Soares entered the boys' bedroom and woke them up before taking one child under each arm and fleeing east on Arlington Drive toward Patton Boulevard. She claimed Soares was simply a roommate and had no legal rights to the boys.
When deputies located Soares with the two children at Arlington Drive near Patton, Soares reportedly picked up the two boys and fled. He was caught after running less than a block and the boys were returned unharmed to their mother.
Soares was arrested on suspicion of two counts of kidnapping in the second degree and booked into the Grant County Jail, Ponozzo stated.
Ponozzo said following Soares' arrest, a drug recognition expert reportedly determined he was under the influence of an unknown drug.
Soares' criminal history includes a 2010 Grant County District Court conviction for malicious mischief in the third degree, a 2007 Alaska conviction for DUI, a 2003 Alaska conviction for misconduct in the fourth degree - controlled substance and a 2000 Alaska conviction for DUI.
