EPHRATA - A man allegedly bound, gagged and shot Tracy C. Fullbright because he thought Fullbright touched his daughter inappropriately.

A Grant County Superior Court judge issued a $1 million warrant for 28-year-old Adrian Rodriguez, of Moses Lake. Rodriguez is charged with first-degree murder and first-degree kidnapping, according to the Grant County sheriff's office.

Rodriguez is presently in the Franklin County Jail on an unrelated charge. He was scheduled for release on Sunday, and Grant County sheriff's detectives were expected to take him into custody, according to the sheriff's office.

Fullbright's body was found on Oct. 17 near Road 10 Northeast and Road L Northeast, about eight miles north of Moses Lake. Fullbright was bound, gagged and shot several times, according to the sheriff's office.

Witnesses reported Rodriguez accused Fullbright of touching Rodriguez' daughter inappropriately, according to the sheriff's office. Rodriguez allegedly punched Fullbright, and bound and gagged him before putting him into a car's trunk. Rodriguez reportedly drove him to the Road L site, where he shot him.

Rodriguez and Fullbright are allegedly gang members.
