NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that there has been proposed to the Franklin County Planning Commission an application by Franklin PUD, 1411 W Clark Street, Pasco, WA 99301 for a Conditional Use Permit, CUP 2012-04.

Said application is for a proposed electrical substation improvement project in the Residential Suburban 20,000 (RS-20) Zoning District. Proposed improvements at the substation site generally include an expansion of the fenced area (from 0.67 acres to 0.90 acres), structural improvements, landscaping/driveway modifications, and an increase in electrical capacity.

The subject parcel is described as follows:

LEGAL DESCRIPTION: E 300’ of the S 350’ of the N1/2 NE 1/4 SW 1/4 of 17-9-29 TO with ROW. Parcel Number 118-091-020.

NON-LEGAL DESCRIPTION: The property is located north of Argent Road, south of Sunset Trail Road, and north of Chadonnay Drive and Maple Drive along the west side of Road 92 at site address 3750 Road 92. (Parcel Number 118-091-020).

NOTICE IS FURTHER GIVEN that said application will be considered by the Franklin County Planning Commission. Said consideration will be a public hearing on March 6, 2012 at the hour of 7:00 p.m. in the Franklin County Courthouse, Commissioners Meeting Room, 1016 North 4th Avenue, Pasco, WA 99301 and all concerned may appear and present any support for or objections to the application.

NOTICE IS FURTHER GIVEN that said proposal has been reviewed under the requirements of the State Environmental Policy Act, as amended, along with the Environmental Checklist and other information. A determination has been made as to the environmental impacts of the proposal and a Declaration of Non-Significance (DNS) has been issued. Accordingly, an Environmental Impact Statement is not required. This determination was made on February 3, 2012 and comments regarding the determination and the environmental impacts of the proposal can be made to the Planning Department by March 1, 2012.
