The thrust of this year's legislative session, according to Gov. Butch Otter, is jobs and education.

With a projected budget surplus, Otter outlined a plan to refill depleted stabilization accounts and boost spending for kindergarten- through- 12th-grade and higher education.

There is also talk of more money for state employees.
