Grant County PUD talks district boundary changes

EPHRATA - Only one person attended Grant PUD's public hearing about proposed changed to its commissioner district boundaries Monday.
The low attendance caused commissioners to reset a new hearing for the evening for people who could not attend during the day.
The hearing may be a joint event with Grant County commissioners, as Grant PUD is considering using the same boundaries as Grant County.
A new date hasn't yet been determined.
Grant PUD commissioners made no decisions Monday about the proposal.
Changes are being proposed due to new population figures from the 2010 census.
Once approved by respective commissions, the boundaries go into effect for the 2012 election, Grant PUD commission president Tom Flint said.
Flint said there's no downside for his district that he is aware of. It makes his district slightly smaller.
Grant PUD commissioner Terry Brewer said the proposal doesn't impact any seated commissioner with regards to their current residencies. All five commissioners are still within the boundaries of the proposed area.
Two PUD employees were engaged with the Grant County Assessor's Office on the population adjustment, he explained.
PUD commissioners weren't involved with drawing the two maps, but agreed they looked reasonable, Brewer said.
The population of the current districts showed growth in the county.
Grant PUD commissioner Randy Allred pointed to a proposal showing his district with a small island.
He was told by fellow commissioner Bob Bernd the piece of land follows Moses Lake city limits and is located by the golf course.
Allred said the golf course area elected not to be annexed into the City of Moses Lake.
Audience member Dennis Conley, of Moses Lake, asked Allred if his district grew.
Allred said it did not. It cuts off further south and extends over.
To him, district 3 makes more sense as the lower half used to be divided into two or three different commissioner districts.
"Now it's pretty much one," Allred said.
Royal City wasn't in Allred's district, but according to the proposal, it is, he said.
Grant PUD commissioner Dale Walker said he thinks overlaying the PUD boundaries with the county commissioner boundaries makes sense.
Walker said he asked about the kind of thought process PUD commissioners went through in 2001.
The PUD has records, but not discussions.
Grant PUD commissioner Bob Bernd said his district looks smaller geographically, as it had to be reduced because of the population growth.
