There's a lot more to decide than Mitt Romney or Barack Obama as the next president.

Kootenai County voters will be heard Tuesday on whether or not to adopt the commission-manager form of county government, or retain the present form.

The primary change would be the hiring of a county manager to oversee the county's day-to-day operations.

Also under the proposed change, the county assessor, clerk, coroner and treasurer would be appointed by the manager. The county commissioners, sheriff, and prosecutor would continue to be elected.

Separately, through Propositions 1, 2 and 3, voters get to decide on state school Superintendent Tom Luna's school reforms, which already passed the state Legislature. At stake are collective bargaining rights for teachers, a merit-pay bonus system for teachers, and laptops for all students and increased focus on online learning.

A yes vote on each of the propositions means Luna's school reforms should remain, while a no vote means they should be repealed.

The primary Kootenai County race is for the wide-open sheriff's office.

Running are Tom Dickson, an Independent; Ben Wolfinger, a Republican; Bob Foster, an Independent, and Joe Bodman, an Independent.

The commissioner District 1 and District 3 seats are not contested, nor is the county prosecutor post.

For Congress, freshman Republican U.S. Rep. Raul Labrador is competing against challenger Jimmy Farris, a former pro football player and Democrat, Libertarian Rob Oats, and an Independent, Pro-Life, who was formerly known as Marvin Richardson.

The state Legislature races are crowded.

In District 2, State Sen. Steve Vick, a Dalton Gardens Republican, is running against Democrat Shirley McFadden of Athol.

For Position A, state Rep. Vito Barbieri, a Republican from Hayden, is running against Democrat Cheryl Stransky, a Democrat and resident of Dalton Gardens.

For representative Position B, Democrat Dan English, of Rathdrum, is running against Republican Ed Morse of Hayden.

In District 3, Republican Bob Nonini of Coeur d'Alene is matched against Democrat Kristy Reed Johnson of Post Falls for the open state Senate seat.

For representative Position A in District 3, Democrat David Larsen of Coeur d'Alene is matched against Republican Ron Mendive of Coeur d'Alene.

For representative Position B, Republican state Rep. Frank Henderson of Post Falls is matched against Democrat Ronald Johnson of Post Falls.

In District 4, state Sen. John Goedde, a Coeur d'Alene Republican, is being challenged by Democrat Warren A. Ducote Jr. of Coeur d'Alene, and Independent Jeremy P. Boggess of Coeur d'Alene.

For representative Position A, Democrat Janet Callen of Coeur d'Alene, Republican Luke Malek of Coeur d'Alene and Constitution Party candidate Ray J. Writz of Coeur d'Alene are competing.

For representative Position B, Democrat Anne L. Nesse of Coeur d'Alene and Republican Kathleen Sims of Coeur d'Alene are competing.

In District 5, the state Senate candidates are Republican Gresham Bouma of Viola, and Democrat Dan J. Schmidt of Moscow.

For the representative Position A, Republican Cindy Agidius of Moscow and Democrat Paulette E. Jordan of Plummer are on the ballot.

And for representative Position B, Republican Kenneth B. De Vries of St. Maries and Democrat Shirley Gene Ringo of Moscow are the candidates.

Three seats on the North Idaho College Board of Trustees are up for grabs.

For Position A, Paul Matthews is matched against Judy Meyer.

For Position B, Mic Armon is against Todd M. Banducci.

For Position C, six candidates are on the ballot, including Dean Haagenson, Ron Nilson, James W. Ruch, Fritz Wiedenhoff, Vickie Ambrosetti and Gary W. Coffman.

Also, look for the Northern Lakes Fire Protection District bond, and the Alpine Meadows Water and Sewer District bond, and two state Constitutional amendments among other items on the General Election ballot.
