Commissioners to deliberate asphalt plant application

The Kootenai County commissioners will hold deliberations on Thursday evening over an application to relocate a controversial asphalt batch plant to the state line.
Coeur d'Alene Paving is requesting a special notice permit to operate an asphalt batch plant on 116 acres a half mile west of Beck Road, near Stateline Speedway.
The company's intent is to relocate a plant there that has been operating off Highway 53, garnering fierce protest from neighbors.
Neighbors of the state line site, both from Washington and North Idaho, have objected to moving the plant, with concerns of impact to health and quality of life.
The commissioners have delayed on making a decision on the request, once to conduct a site visit, and then again to review the legal details of the matter.
The last time the commissioners convened on the application last month, they stumbled over a potential legal issue that the application must be considered separately from the Highway 53 operation.
The elected officials will share their conclusions on the matter on Thursday. They will hopefully also make a decision on the asphalt plant that has been the subject of hearings and litigation for years.
The deliberations are scheduled for 5 p.m. at the county administration building at 451 Government Way in Coeur d'Alene.
No public testimony will be taken.
