Council OKs '13 budget

Troy’s City Council voted unanimously Thursday to approve the budget for the city.
The final figure was $2.391 million for the 2012-2013 Fiscal Year. That is $103,713 less than last year’s budget and $62,474 more than last week’s first draft budget.
The $62,474 is most, if not all, attributable to the new position of Administrative Assistant set in motion by mayor Tony Brown.
The position is salaried for $40,000 annually, $604 more than police chief Bob McLeod earns on his base salary.
The cost, Brown says, will serve not only to reduce overtime for city workers – a problem in Troy – but also to give a more detailed picture of what city crews are accomplishing weekly.
“(The position) will funnel it into one entity,” Brown said. “We’ll get more extensive work reports. The position will coordinate all city employees.”
The meeting, which lasted less than 10 minutes, unanimously approved three resolutions dealing with the city’s budget.
Resolution No. 658 approved the tax levies for the city. 118.11 Mills went to the general fund and another 52.08 Mills went to health insurance.
The next resolution, No. 659, approved the above amount for the city budget. The general fund for Troy was approved as $482,554. All tax-supported budgets totaled to $542,088.
The non-tax supported budgets totaled $1.849 million, the largest portion of which was electric utility at $1.259 million.
The last resolution, No. 660, confirmed the salaries and wages of city workers. The salaries ranged from the above-mentioned administrative assistant and police chief down to the $6,000 allocated for the city attorney, Charles Evans and $1,200 for the fire chief.
Wages ranged from $28.10 hourly for the electric utility manager to $15.93 hourly for a city-service worker and on down to $9.28 an hour for janitorial services.
The monthly health insurance benefits were slated at $811.40 for full-time employees.
