EPHRATA - A California man now faces murder and assault charges for his alleged involvement in the July 18 crash near Quincy that killed a Moses Lake man.

Grant County prosecutors initially charged Ronald Mitchell Kincade, 32, of Montague, Calif., with two counts of vehicular homicide earlier this month. They more recently added a count of first degree murder and second degree murder as well as five counts of first degree assault, according to court documents.

Kincade allegedly forced several vehicles off the road before crossing the center line on state Route 28 and hitting a vehicle head-on. David Castiglia, 50, of Moses Lake, was killed, according to a previous Columbia Basin Herald article.

Kincade, who was driving a 1996 Chevrolet Blazer, was reportedly driving fast and swerving back and forth between lanes, according to witness statements. One witness reported being forced to move over to the shoulder in fear of being hit.

Kincade reportedly yelled, "I am going to kill everybody on the road and kill myself," prior to the incident, according to another witness statement. Witnesses report Kincade was upset because his brother had just died in a car crash.

According to an Oregon State Police report, a 37-year-old Washington man died July 18 when he crashed a stolen vehicle as he attempted to elude police along Highway 207 near Pine City, Ore.

The release identifies the man as Byron Scott Kincade, of Ephrata.

Ronald Kincade reportedly suffered head and internal injuries in the crash and was flown to Central Washington Hospital in Wenatchee, according to the previous article.

Medical staff on scene reportedly found a small amount of marijuana in one of Kincade's shoes.

A State Patrol trooper also found a prescription bottle filled with anti-seizure medication in Kincade's vehicle.

While attempting to obtain a blood sample from Kincade, the trooper reportedly smelled an odor of alcohol coming from Kincade.

A blood sample was taken, but results were not made available in the police report.

Kincade also faces a possible felony charge of assault with a deadly weapon in Siskiyou County, Calif., according to the previous article. Kincade allegedly pinned a female between two vehicles on July 15, three days before the Quincy crash.
