POST FALLS - Barry Rubin will make another run at Post Falls City Council on Nov. 5.

Rubin, a regular who has often spoken at council meetings during the past five years, will seek seat No. 2 currently held by Ron Jacobson.

Jacobson said he plans to run for mayor, along with current council member Kerri Thoreson. Current Mayor Clay Larkin said he won't seek re-election.

Rubin challenged Skip Hissong for the council two years ago and lost. It was the first time Rubin ran for office.

Rubin said he has a strong understanding of the city government and has offered ways to improve it while attending council meetings in recent years.

He said the city is well-run, but elected officials should be more engaged with the public, especially when they come forward with ideas, praises or complaints.

Rubin, who has a bachelor's degree in political science, said he believes his background as a Navy officer, accountant and business manager would be a valuable asset to the city.

He believes the city should focus more on attracting manufacturing businesses to widen the tax base. An ad hoc committee formed by the city for such a purpose would help, he said.

Rubin is a reserve member with Kootenai County Fire and Rescue and completed the multi-agency Citizens Police Academy.

Other Post Falls seats up for election are No. 4 held by Betty Ann Henderson and No. 6 held by Linda Wilhelm. Both have said they'll seek re-election.

The official filing period for city candidates is Aug. 26 to Sept. 6.
