GRANT COUNTY - An Othello man who allegedly hit a jogger with his car near Royal City Sunday night was arrested Monday.

Saul Angeles Pamas, 23, voluntarily went to the Grant County Sheriff's Office in Ephrata Monday. Investigators interviewed Pamas and he was arrested on suspicion of second-degree assault and hit-and-run with injury to a person, according to the sheriff's office.

"This was the kind of case which stunned the public as well as investigators," Sheriff Tom Jones said. "I'm glad the suspect was caught and I am inspired by the victim's strength and will to survive such an ordeal."

The victim, identified as Jackie Monney, 33, of Royal City, was reportedly running along Road 10 Southeast near state Route 262 Sunday evening. It's when Pamas allegedly approached her in a white Oldsmobile sedan and asked if she wanted a ride. Monney declined and told Pamas she was exercising, according to the sheriff's office.

Pamas allegedly drove away but turned around and passed Monney, turning around again. Pamas then allegedly drove off the road and struck Monney from behind, knocking her to the ground. Pamas reportedly turned around again and struck Monney a second time, dragging her a short distance before fleeing the scene, the sheriff's office stated.

Monney was able to get the attention of a nearby property owner who called 911. Monney was taken by ambulance to Samaritan Hospital in Moses Lake and treated for non-life threatening injuries, according to the sheriff's office.

A State Patrol trooper later found the suspected vehicle parked unoccupied at a home about three miles away. The sheriff's office previously stated investigators believed they had a possible suspect but were waiting for Monney to provide positive identification.

Pamas is now booked into Grant County Jail.
