BOAT RAMP: Not buying its closure

Oh please! In order to submit an accurate bid, the contractor had to do a complete survey of the site and figure every item needed for the project. Closure of the boat ramp is clearly not a last minute surprise. Once again, the collective intelligence is being patronized by a self-indulgent, non-representational government.
