Missing person case revived

POST FALLS - A retired FBI agent has been tapped to give new life to an 8-year-old suspicious case of a missing Post Falls woman.

Diane Drake, who worked in the FBI's Coeur d'Alene office, is volunteering a new set of eyes on the disappearance of Roxann "Roxi" Tolson.

Tolson was 47 went she went missing from a duplex on Mullan Avenue on Aug. 14, 2005.

"I want her found," Drake said. "I feel strongly that we should keep looking for her."

Drake is reviewing the case, re-interviewing sources and scouring the duplex where Tolson was reportedly last seen.

"Roxann is not forgotten; we're still actively looking for her," said Post Falls police Capt. Greg McLean. "We want to bring closure to the case.

"If you mention her name to people who have been here a while, they know who she is and that she turned up missing. Somebody knows something."

McLean said Tolson's husband Bill, who lives in Washington now, remains a person of interest.

He hasn't cooperated with police after an initial interview. Bill told police Roxann had him go to a Goodwill Industries store and, when he returned, she was gone.

McLean said it wasn't until three months after Roxann went missing and when police confronted Bill about his wife's disappearance that he gave Rathdrum police a statement. Bill moved to Rathdrum after her disappearance.

That delay may have jeopardized the case because the duplex had new tenants and had been cleaned by the time police arrived to investigate.

Bill and his son, Larry, were arrested in February 2006 on charges of possessing a controlled substance for filling Roxann's prescriptions.

McLean said Larry, who lives in Montana, has cooperated with police and appears interested in knowing his mother's whereabouts. Police say he earlier admitted that something doesn't seem right with her disappearance and he passed a polygraph test during the investigation.

Larry is not considered a person of interest, McLean said.

Police say, based on their investigation, they believe Bill and Roxann had a strained relationship, and the two had split up at one point before she went missing.

Roxann was on heavy medication and had a history of mental disabilities. She has not filled her prescriptions since she went missing, police say.

McLean said detectives don't have enough information to speculate whether Roxann is dead or alive.

"Usually people can't hide this well unless they have some sort of support," McLean said. "It is possible she's hiding, but that would be strange because she didn't have a bad relationship with her son."

Roxann is described as 5-foot-2, 110 pounds and has brown eyes and brown hair with blonde highlights. She is from Arizona and lived in Post Falls off and on for a decade. She did not work at the time of her disappearance.
