COEUR d'ALENE - Slightly more than $10.5 million of incremental tax dollars will be flowing to urban renewal agencies this year.
According to Kootenai County Clerk Jim Brannon, $10,527,447 - a 2 percent increase from last year - will flow to five urban renewal agencies instead of the 22 different taxing entities in which the districts reside. Each urban renewal agency manages several urban renewal districts.
Totals by urban renewal agency are:
* Harrison Urban Renewal Agency: $1,394
* Hayden Urban Renewal Agency: $555,504
* Lake City Development Corporation: $5,849,882
* Post Falls Urban Renewal Agency: $3,947,550
* Spirit Lake Urban Renewal Agency: $173,147
"Essentially these numbers are flat compared to last year," Brannon said, adding the reports are formatted in three ways.
The first one shows incremental property tax funds that will flow to the urban renewal agencies from each of the individual taxing districts in Kootenai County.
Brannon said school districts are normally exempt from the urban renewal process, but that exemption didn't happen until 2008. The money coming in from the school districts that are listed in the report is money that was committed to the agencies prior to 2008, he added.
The second report shows more details about how much each of the 22 taxing districts would have collected if the urban renewal districts were not in place.
The third report compares this year's tax revenue with last year's tax revenue. Out of the 10 urban renewal districts in the county, four of the districts in the Post Falls Urban Renewal Agency saw significant decreases. The other six saw varied increases which, when totaled, amount to a 2 percent average increase.
Brannon explained that the districts can see decreases in one of two ways.
"If the property valuation decreases, that is the simplest way," he said. The other way is if the urban renewal agency ends a project early and refunds those dollars back to the taxing districts, he added.
Brannon said the reports presume all property taxpayers pay their taxes owed in full and on time.
