'Condotel' receives thumbs-up

COEUR d'ALENE - By a 2-1 vote on Friday, the Kootenai County commissioners re-approved a condominium-hotel project a developer wants to build at Neachen Bay on Lake Coeur d'Alene.

The commissioners in March 2012 overturned their initial approval of the envisioned 15-unit multi-million-dollar condo-hotel, or "condotel." The project, known as Gozzer Bay Resort at Gozzer Ranch, has been sought by Discovery Squaw Bay Land LLC.

The condo-hotel units at the 3.8-acre-project site would range in size from roughly 3,500 to 5,500 square feet, with some reaching two or three stories.

There is an existing Gozzer Bay Marina with 30 boat slips that will serve the condos and the public.

Tom Fudge, who owns property next door to the condo project site, declined to comment Friday on the commissioners' vote. Fudge and his wife, Connie, reached a settlement agreement with Discovery Squaw Bay Land LLC in November 2012.

The settlement agreement calls for Discovery to maintain a vegetative buffer between the two property owners. The agreement also addresses condo height limitations.

Sandy Young, a representative of Discovery and a land use planner for Verdis in Coeur d'Alene, said the project has been five years in the making.

"We're very pleased to be at this point, to have been able to work successfully with the county and the Fudges," Young said Friday.

She didn't know Discovery's time frame for breaking ground on the project.

"We just needed to get past today before they move on to the next level," Young said.

Commissioner Jai Nelson voted against approval of the condominium plat.

"It's a residential project, it's not a hospitality-hotel-motel," Nelson said. The property is zoned for commercial use.

Each condo unit will be separately owned, but all will be made available to the public half the days each year through a rental pool.

Nelson said the numerous conditions of approval tried to justify putting a residential project in a commercial zone.

"I don't think it's in alignment with our ordinances," Nelson said.

Commissioners Dan Green and Todd Tondee approved the condominium plat.
