POST FALLS — Julian Mosher was on his way home from a friend’s house early Sunday when he came upon a standoff on Interstate 90 at Post Falls.

“There was a whole bunch of cop cars and the cops had their guns drawn,” said the Post Falls High student, who was the passenger inside a vehicle. “It was really intense.”

Mosher said he could hear police trying to talk a person out of a vehicle — the standoff lasted about 45 minutes — then he captured gunfire on video that he posted on Facebook. At least 40 shots were heard in the one-minute video.

“I counted more than 50,” Mosher said.

Law enforcement said the male who led police on a pursuit in a white pickup was transported to Kootenai Health in Coeur d’Alene due to gunshot injuries and was in critical condition on Sunday. No law enforcement personnel were injured.

Officers and deputies from Coeur d’Alene Police, the Kootenai County Sheriff’s Office, Idaho State Police and the Post Falls Police were involved in the incident at milepost 5 at the westbound onramp at Spokane Street, according to the KCSO.

The shooting occurred around 2 a.m. and shut down westbound Interstate 90 from Highway 41 to Pleasant View (milepost 2) for about 14 hours.

No other details, including what prompted the standoff, the driver’s name and gunfire information, were released on Sunday.

KCSO Lt. Stu Miller cited the active investigation as the reason for further details not being released.

The driver of a white pickup at the scene, believed to have led police on a pursuit, struck a concrete barrier at the I-90 onramp at Spokane Street.

Post Falls police Chief Scot Haug referred inquiries to the KCSO, but confirmed his department had three officers involved.

“We hope that the public will withhold judgement (on the shooting) until the investigation is done,” he said. “There is a lot to process. We understand today was a huge inconvenience for the motoring public on a nice weekend day, but the officers did not have a choice in the matter.”

Mosher and his friend were in the first vehicle that approached the scene on the onramp.

“It was really crazy,” Mosher said. “We sat there for a good hour before turning around.”

The detour caused major backups in Post Falls on Seltice Way on the sun-kissed Sunday. Mike Walker of Coeur d’Alene was among those who was delayed in traffic.

“Not much you can do about things like this,” he said while filling up with gas in Post Falls. “Of course, it’s frustrating, especially if you want to get somewhere. But you also have to keep incidents like this in perspective. In the grand scheme, it’s only one trip that’s affected.”

Police asked for motorists’ patience throughout the day.

“As with any critical incident, it is vital to everyone involved, and to the community, that a complete and thorough investigation is completed,” Post Falls Police posted on its Facebook page. “That is what is happening throughout the day today and for weeks to come.”

The Critical Incident Task Force was activated for the investigation. Additionally, because of the four agencies involved, the Bonner County Sheriff’s Office and the Rathdrum Police Department were also called upon to assist. The BCSO is overseeing the investigation.
