Cd'A man charged with Spokane kidnapping

COEUR d’ALENE — A 23-year-old Coeur d’Alene man was arrested in connection to a North Spokane kidnapping following a brief standoff Thursday at a Coeur d’Alene apartment complex. 

Dillon Casteel was charged with first degree kidnapping and was booked into Kootenai County Jail. Multiple law enforcement agencies were at the complex on 21st Street and Pennsylvania Avenue and took Casteel into custody without incident.

During the law enforcement activity, Fernan Elementary School was placed on lockdown. A mass text message was sent to parents informing them of the situation, but some parents were still concerned.

“I feel like they’re safe where they are (at the school) but I also feel a nervousness in the pit of my stomach,” Christine Tayson, whose three children attend Fernan Elementary, said. “Not knowing how long my kids are going to be away from me is the biggest thing right now.”

Spokane Police Department spokesperson Monique Cotton told The Press Friday that Casteel’s arrest was part of a larger, ongoing investigation by the agency. Two other men, Domingo Navarro, 26, and Joseph Gillespie, 33, were also arrested and charged with first degree kidnapping.

Cotton said that the kidnapping victim has been located and is safe, but that the department will not be issuing any details on the victim.

Navarro was also charged with first degree aggravated murder after Spokane detectives located a body early Friday morning in a rural area near Long Lake.

According to Cotton, the investigation is still “rapidly evolving” and more arrests are possible.
