Standoff ends with arrest

RATHDRUM - A wanted 27-year-old man who led police on a chase and barricaded himself inside a Rathdrum apartment was arrested Friday night after a six-hour standoff.

Johnathon W. Raper, who police believe has been living in Post Falls and in the Rathdrum apartment with his girlfriend, was found in an attic three apartments down from where he started.

"He went up in No. 4 and he was found above No. 1," Rathdrum Police Chief Kevin Fuhr said. "He told officers that he had ingested narcotics and wanted to die."

Raper was arrested after a "quick tussle" with officers, Fuhr said. No weapons were found on Raper or inside the apartment.

Raper was transported to Kootenai Health to be treated. An officer who injured his shoulder in the attic also went to the hospital. Another suffered a wrist injury in the attic.

The standoff at 7495 Pine St. at Pine Street Apartments began around 2 p.m. and ended shortly after 8 p.m.

"It ended about as peacefully as it could," Fuhr said.

Raper has two felony warrants for aggravated battery and eluding. The total amount on the warrants is $10,000.

He was booked into the Kootenai County jail 13 times from 2008 to 2011. Charges included possession of drug paraphernalia, attempted strangulation, possession of stolen property, DUI, domestic battery, parole violation, obstructing and driving while suspended.

Police tried multiple methods to either locate Raper inside the apartment or get him to come outside.

Raper's mother and sister were on scene and used a police bullhorn to speak with Raper. Raper's girlfriend was also with police during the standoff.

Pepper spray was used inside the apartment, along with a K-9.

Finally, by using a remote-controlled surveillance tool, police determined he had entered the attic.

"We found damage on the washing machine and shoe prints where he'd climbed up the wall," Fuhr said. "He kicked in the Sheetrock to each apartment until he ended up above No. 1."

Post Falls Police Chief Scot Haug said PFPD's SWAT team used a "sweeping technique" in the attic to reach Raper.

"There's always a risk when you don't know if he has a weapon, but when all else failed, we had to send in manpower to locate him," Haug said.

Fuhr said police and relatives tried calling Raper multiple times during the standoff, but he never answered.

Rathdrum Police attempted to stop Raper for a traffic violation early Friday afternoon, but Raper led the officer on a chase to the apartments.

"He has some violent past, so we tried to take it slow and methodical to try to get him outside," Haug said. "Officers decided to not go into the residence (early on) because of his past history."

Tammy Pardick, the manager of the apartments, said there haven't been any complaints regarding the occupants of the apartment. She said she does not know Raper.

Residents in the immediate area were evacuated from their homes during the ordeal.

One neighbor, who declined to be identified, said he heard arguing coming from the apartment late Wednesday night.

Doris Larrison, another neighbor, said she's also unaware of any problems at the apartment and that she doesn't know Raper.

Larrison said she took a neighbor to a store on Friday afternoon and, before they returned, Pardick called Larrison and told her not to return home because police had surrounded the complex.

After Larrison later pulled up near the apartments, police told her it would likely be "hours" before she could return to her home.

Larrison said many people who live in the neighborhood are senior citizens, so it's mostly quiet and the standoff was a shock.

"There's not a lot of traffic in and out here or noise after 2 a.m.," she said.

Other agencies involved were the Kootenai County Sheriff's Office and the Northern Lakes Fire District.

Pine Street from Stevens to Wright was blocked off during the standoff.

The standoff started around the time school was dismissed.

"By the time we got word of the standoff it was at the end of the school day, so no real lockdown took place at John Brown Elementary," said Brad Murray, Lakeland Joint School District assistant superintendent. "However, since it is a walking school (students at the school don't ride buses), we spoke with law enforcement and decided it would be best to hold any of the kids who lived in and around the area impacted at school until given notice that it was safe."

Those students went to the school library, where staff members watched them until they were released. Murray said the last student at the school was released at 4:50 p.m.

Murray said Lakeland Junior High students who were still at school were notified of the area blocked off by police.
