COEUR d'ALENE - An Idaho State Police trooper facing criminal charges in two counties is expected to change his plea at the end of the month after an agreement with the Kootenai County Prosecutor's Office.

Daniel Howard, who is on administrative leave without pay, had five of seven felony charges initially filed against him dropped in the deal.

Howard, 48, was charged with the multiple felonies and two misdemeanors last spring. In Bonner County, Howard was facing a charge of forgery, grand theft and fraud in connection with his registration of a Harley-Davidson motorcycle. The forgery and grand theft charges were dismissed. Howard still faces a felony charge of using a fictitious name in a title application, for which he will be tried in Kootenai County.

Howard, who lives in Athol, was facing multiple charges in Kootenai County including felony possession of stolen property - 17,000 rounds of ISP ammunition. That charge was dismissed. He still faces misdemeanor charges of petit theft and possession of a white-tailed deer without a tag.

In another incident, felony charges stemming from allegations that he stalked and threatened his neighbor were dismissed. He still faces a felony charge of malicious injury to property in connection with that incident.

Kootenai County Prosecutor Barry McHugh wrote in an email to The Press that the charges were dropped as the result of a mediated agreement. Howard is scheduled to change his plea on Nov. 21 during a hearing in Kootenai County District Court.

"The details of the agreement are confidential until the hearing," McHugh said.
