Idaho State University, Pocatello city police seek better communication

POCATELLO (AP) - Better communication is a key following a law enforcement jurisdictional spat between Idaho State University and Pocatello police, officials say.
"It all relates to communications, so if issues arise between the city and the university, it can be addressed right away," said ISU President Arthur Vailas.
Vailas, Pocatello Mayor Brian Blad, Pocatello Police Chief Scott Marchand and ISU Public Safety Director Stephen Chatterton met late last week to discuss concerns about campus security officers overstepping their authority.
The city said in September, campus security delayed calling police after assistant chemistry professor Byron Bennett shot himself in the foot when a gun in his pocket went off during a lecture, and by the time city police arrived, the scene had been cleaned.
On other occasions, the city said, campus security administered an alcohol breath-test on a driver before calling police and seized marijuana from a dorm room not notifying police until three days later.
"For anything other than university rules and regulations, it is purely the responsibility of the Pocatello Police Department and other qualified law enforcement agencies to enforce, investigate, cite and arrest," City Attorney Dean Tranmer wrote to Vailas, Chatterton and ISU legal counsel David Alexander in a Nov. 10 letter.
Tranmer also wrote that campus security officers could be cited if they continued performing tasks reserved for police.
That prompted a response letter from Alexander: "If there are indications of criminal activity, police will be specifically notified, but as you are aware, our dispatchers are in constant communication with the county dispatch center. Our operations are completely transparent to the Pocatello Police."
