Council looks at commercial development projects

The Kalispell City Council will take up mostly ongoing business tonight, with two development projects nearing final approval.

Council members will vote on provisions related to the Spring Prairie Phase 4 project, a 28-acre commercial park planned for the U.S. 93 North corridor. The land is south of Costco and adjoins the Kidsports complex.

After making it through a long hearing process at the Planning Board level, the project is poised for approval by the City Council. The slate of items for consideration on Monday will come in three parts.

The first is a resolution to amend the city’s growth policy to convert 23 acres of the parcel for commercial use. It was previously designated as “public and open space,” but city staff has recommended the change to commercial.

Kalispell City Manager Doug Russell said that the growth policy amendment requires a published public hearing, which will take place on Monday. On the other items, there is still time allotted for public input.

The second piece is another resolution to accept the preliminary plat for the project. The final piece is an ordinance to accept a zoning change for commercial use.

By law, the ordinance would require a second reading at a later date. The resolutions would be final.

Dan Johns, the president of Kidsports, has voiced support of the project, saying that the developer has worked with them in the development plans.

The Kroenke Group of Missouri has proposed 14 lots at the project site with one as an anchor business, though no other details have been announced.

The council will also move forward with its plan to purchase lots at Old School Station. On April 6, members voted to go through with the plan to settle nearly $1.2 million in debt on six lots at the development.

The council now must pass a resolution of intent to purchase the lots outright.

“It just allows anyone who has an interest in them, that their property doesn’t get acquired without due process,” Russell said.

If passed, another step will be taken after May 4 to finalize the process.

In other business, the council will vote on revisions to the fee schedule for activities sponsored by the Parks and Recreation department. Most activities would see an increase of a few dollars for participation. One of the largest increases would be in art classes, which would go from $25 to $50 for city residents.
