Notorious for accidents

POST FALLS - Monday night's crash at Pleasantview Road and Prairie Avenue was the 14th accident and second fatality at the intersection in the past 10 months.
The woman who died after Monday's collision was identified on Tuesday as Nancy B. Colon, 33, Shoreline, Wash.
She was riding southbound on Pleasantview in a 2004 Pontiac Grand Am driven by her 28-year-old husband, Emmanuel A. Colon-Gorbea, who was treated and released from Kootenai Health.
The driver of an eastbound 2008 Chevrolet Malibu who failed to yield to the Grand Am, according to the Kootenai County Sheriff's Office, was identified as a 33-year-old Coeur d'Alene woman. Her name was not released on Tuesday due to the ongoing investigation and because no charges were filed. She was not injured because the Malibu was not struck.
At the request of the KCSO, the Post Falls Highway District has made improvements at the intersection to reduce accidents, including adding rumble strips in June on Prairie before the stop signs.
Flashing lights, additional signage and larger-than-normal stop signs were added earlier, along with surface leveling improvements.
Lynn Humphreys, the highway district's chairman, said the district will explore other improvements such as a signalized intersection, roundabout intersection and reducing speeds, but the area is also designed to be a major thoroughfare. Speeds in that area are 45 or 50 mph, depending on the specific location.
"About the only other alternative is to have an underpass or overpass, but that's not feasible or something the district is even looking at," Humphreys said, adding that there's only so many improvements that can be made at intersections and there becomes a point where driver responsibility should be considered.
Some improvements, he said, would cause congestion, slow traffic and could cause even more accidents.
"There's getting to be more and more traffic there all the time and it's only going to get more intense as the population grows," Humphreys said.
He said the district is about to add turn lanes to Highway 53 and Pleasantview, another Rathdrum Prairie intersection notorious for accidents.
John McConnell, who lives on Prairie Avenue, expressed his concern about the Prairie-Pleasantview intersection in a letter to the editor in last week's Press.
"Fix it with a four-way traffic signal the same as the recently installed signals at the Prairie Avenue crossings at Huetter and Meyer ... ," McConnell wrote in an email to The Press on Tuesday. "Further delays are inexcusable. Don't bother me with budgets."
KCSO Lt. Stu Miller said that while his agency requested improvements from the highway district at the intersection, he agrees that there's a limit on how many improvements can be made to an intersection and that personal responsibility should be a factor.
According to the KCSO, Colon-Gorbea swerved left to avoid a collision with the Malibu, lost control of vehicle and slid sideways into northbound traffic, striking the front of a 2004 Itasca motorhome driven by David L. Fuller, 71, Bartonville, Texas.
None of the occupants in the motorhome were injured.
Alcohol does not appear to be a factor in the crash, according to the KCSO. The intersection was blocked for about four hours.
In another fatal accident at the intersection this year, Marie-Claire M. Steinkamp, 85, Spokane, died on April 11 after she failed to yield from a stop sign and drove into the side of a northbound semi, according to the KCSO.
