Breaking down the $14.9M City Hall / parking project

A breakdown of the construction costs for the new Whitefish City Hall and parking structure.

Total cost

City Hall $6.6 million

Parking structure $8.3 million

Construction

Contingency

The interim/ancillary total could decrease as low as $600,000, City Manager Chuck Stearns says, but the city is preparing to spend more if needed. The city is still obtaining detailed information on the costs associated with leasing temporary office space, moving between buildings and other related expenses.

Professional

Mosaic Architecture, design architects including sub-contractor work, $1.8 million

Martel Construction, general contractor/construction manager, a contract has not be signed yet, but fees included $18,000 for pre-construction services, $557,000 for general conditions of the contract and an amount for the guaranteed maximum price with be determined this fall.

Mike Cronquist, owners representative, up to $332,000 depending on scope of work

Approximate size

City Hall will be 24,000 square feet in two stories, with the ability to add a third floor later. It also includes a half floor basement.

Parking structure will be 84,000 square feet on three stories with 214 parking spaces.

Financing

The city has been setting aside money from the tax-increment finance district since 2003 to pay for the City Hall project. Under state law, TIF funds are intended to fund projects that will stimulate economic development and produce new tax revenues. The use of a TIF bond for the project will not impact Whitefish residents’ property taxes.

It also anticipates creating a special improvement district for downtown businesses to pay for operational and maintenance costs associated with the parking structure.
