CRIME: No reason for some bonds

I read in The Press on Tuesday that two suspects have been arrested in the BB gun rampage occurring in Post Falls. The crimes have been classified as a felony, and rightly so as severe property damage occurred. My question is why, in almost every criminal act, most of them felonies, a bond is offered instead of deserved jail time?
In this case, a $5,000 bond was set for the 19-year-old suspect allowing him to post it and then be released, free to possibly do more property damage or worse. Why do our law enforcement people continue to allow bonds to be posted for suspected criminals allowing them to continue their damage which would be preventable if we kept them in jail or brought them to trial sooner?
