White challenges Humphreys for Post Falls highway seat

POST FALLS - Elaine White is challenging Lynn Humphreys for the Sub-district 3 seat of the Post Falls Highway District in Tuesday's election.

The term of the seat is four years.

Humphreys, a farmer who has been chairman of the board for the past 20 years, said he's running because he wants to be a part of completing projects such as improving Prairie Avenue and West Riverview Drive.

"The patrons of the district have encouraged me to run again and I believe I've done a good job," Humphreys said. "There is a substantial amount of transportation knowledge that I've gained over the past 20 years."

He also believes the idea of constructing a bridge over the Spokane River on Greensferry Road deserves another look, especially as the area develops. There was a bridge at the location years ago.

Humphreys said he's interested in reviving talks with the city of Post Falls about the bridge. Rights of way to what would be a bridge are in the highway district on both sides of the river. He said a bridge would improve emergency response to the south side of the river.

"With the increase in population and the necessity of needing additional ways to cross the river, (the idea of a bridge) is becoming more and more prevalent," he said.

Humphreys believes his experience would also be an asset when deciding how best to spend an increase in revenue from the gas tax and registration fees.

White has a background in finance and accounting, having worked for Boeing, Buck Knives and SeaFirst (now Bank of America). She has a bachelor's degree in accounting.

"I understand the budget process and importance of auditing contracts for compliance," she said. "I thrive on learning and it would be an excellent opportunity to learn all the particulars of being a commissioner. ... It would be a pleasure to be on their team. I have a well-rounded work history and an investigative nature."

White has been an election poll worker for 10 years, but other than that is retired.

"I have lots of time to devote to learning more about the highway district," she said.

White said her first priority would be to get to know the residents of the district and their issues before making decisions.

Sub-district 3 is the east portion of the district and is bordered by Poleline Avenue to the north and between the state line and Highway 41.

Voters in the election will vote for all three district seats in the election, not just the sub-district in which they live.
