Man sues over user, hookup fees

SANDPOINT — An Arizona man is suing the Garfield Bay Water & Sewer District over its hookup and inactive user fee policies.

Counsel for Anthony Greco is seeking judicial declarations that the fees amount to impermissible taxes cloaked as fees for services. The suit was filed in 1st District Court on Tuesday.

The dispute dates back to 2014, when Greco sought to build on property he owned near Lake Pend Oreille. The district required a one-time $10,000 hookup fee, which Greco requested a deferment on until he actually tied into the system in 2015.
