Two arrested after foot pursuit

POST FALLS — Two male suspects face multiple charges after an alleged foot chase with deputies in Post Falls on Friday.
A deputy deployed his stun gun on the driver, Theodore M. Harper, a 30-year-old transient, after the suspect allegedly failed to comply with commands during the incident near Highway 41 and Prairie Avenue, according to the Kootenai County Sheriff's Office.
"He subsequently complied and offered no further resistance," said KCSO Lt. Stu Miller. "He was found near a large stack of hay bales."
Harper was wanted for eluding law enforcement and driving while suspended. With the alleged incident, Harper was charged with obstructing law enforcement and again driving while suspended. His bond is $10,000.
The passenger, Daymond A. Nearpass, 29, Sidney, Mont., was found near a gravel pit and complied without further incident. He was charged with probation violation, fugitive from justice in Spokane and obstructing.
The incident was reported as a property damage crash involving a 1996 Mercury Cougar around 4:30 p.m.
"While deputies were en route, the caller said the two male occupants were running from the scene," Miller said.
It turned out not to be a crash and the vehicle was simply stopped on the side of the road, Miller said.
"Once deputies arrived in the area, the two individuals were pointed out by another person as being involved," he said. "When deputies saw the two, (the suspects) fled on foot northwest from (Heritage Baptist Church). After a short foot pursuit, both were located and arrested."
Harper has been booked in the Kootenai County jail 15 previous times, including for charges of grand theft, probation violation, eluding, driving without privileges, phone harassment, petit theft and drugs. Nearpass has been booked 12 previous times, including for charges of aggravated assault, drugs, DWP, disturbing the peace and obstructing.
