Kalispell City Council meeting will update motor vheicle codes

Tonight’s Kalispell City Council meeting will include votes to clean up outdated and redundant city motor vehicle regulations.

The council will hear the second reading of updates to the city’s motor vehicle regulations put together by City Attorney Charles Harball and the Kalispell City Police Department. The ordinance would strike about 75 percent of the city’s motor vehicle codes that have become redundant because of state laws. 

If passed, Ordinance 1760 would strike ordinances on turn signals or driving under the influence of alcohol, for example, that both are covered by state law. 

 

In other business at the meeting: 

q The council will vote on transferring the title of a park at Silverbrook Estates north of Kalispell to the homeowners association. According to a memo from Harball, a park area of the subdivision was erroneously put on county records as city-owned parkland, although the homeowners association has maintained the property since the subdivision was built. 

q The council will consider HDR Engineering to perform studies on the Kalispell Wastewater Treatment Plant Bio-solids Management Plan, Optimization Study and Temperature Monitoring Plan. The studies will look for alternative bio-solids disposal methods and provide cost analysis of future improvements.

q Kalispell City Planner Tom Jentz will lead the first reading of new flood-plain ordinances. 

The meeting will also provide time for the public to ask questions and comment on the new ordinances, as required by the Federal Emergency Management Agency. The city is adopting the agency’s updated ordinance so people can be eligible for flood-plain insurance programs through the agency. 

q Mark Noley, chairman of the Architectural Review Committee, will also present the architectural awards to Jackola Engineering, CTA Architects Engineers, and Marcello Pierrottet of Kalispell Regional Medical Center. 

The council meeting starts at 7 p.m. today at City Hall, 201 First Ave. E.
