Kalispell council to hear update on sewer project

The Kalispell City Council work session Monday night will hear a project update on a $14 million multi-year sewer project.
The West Side Interceptor project was created in 2008 to redirect as much sewage flow from the city’s central sewer line as possible, allowing continued growth in Kalispell without putting the sewage line above capacity. The city sewer system currently serves 4,936 acres and 44,195 people.
The city selected Robert Peccia and Associates, a Montana-based civil engineering firm, as the consultant for the project. In 2014, Peccia completed the preferred route assessment for the relief sewer line. Since then, the firm has been identifying easements needed for the route while planning and designing the project in whole. Last summer, LHC Inc. completed the first phase of the West Side Interceptor, which included installing 480 feet of plastic sewer main pipe and casing pipe beneath the existing section of the Kalispell Bypass.
The council has wrestled with finding a way to pay for the project since its inception. The presentation will include a handful of funding options from state and federal grants, loans and bonds.
Monday’s presentation from the Public Works Department will cover a review of the preferred route assessment, land acquisitions needed for that route, modifications to the project and updates on project cost estimates. City staff will also discuss the remaining design work and construction timeline for the West Side Interceptor.
IN OTHER BUSINESS, the council will discuss the next step in implementing the new B-3 Core Area zoning designation.
When council approved the creation of the B-3 zone last month, several concerns came up about rezoning existing properties within the Core Area. The planning department has completed a draft resolution on how to amend those properties. The draft includes encouraging property owners to petition a zone change for their property, the city reaching out to provide information to property owners and the city waiving the zone change application fee to rezone as B-3.
The council will discuss the management options and choose to move forward on the most appropriate policy.
The Public Works Department will also make another presentation on proposed water service modifications to The Meadows at Four Mile development.
The work session begins tonight at 7 p.m. at City Hall, 201 First Avenue East.
