Rose Crossing zoning changes proposed

A proposal to change the zoning and create smaller lot sizes on rural land along Rose Crossing north of Kalispell tops the Flathead County Planning Board agenda on Wednesday.
Mark and Kimberly Lister and Debbie Street are asking the county to change the zoning on 11.2 acres from suburban agricultural with a 10-acre minimum lot size and agricultural with an 80-acre minimum lot size to rural residential with a 2.5-acre lot size. A second part of the request is to change the zoning on a portion of a 25.8-acre tract from suburban agricultural 10-acre to 5-acre lot sizes.
The property is located along the Whitefish River at 1400 and 1455 Rose Crossing.
The northern portion of the property, owned by the Listers, is proposed for 5-acre suburban agricultural zoning to accommodate a family transfer. The southern portion, owned by Street, would be changed to 2.5-acre rural residential zoning if the request is approved, also to accommodate a family transfer.
The Planning Board will hold a public hearing on the zoning request before making a recommendation that will be forwarded to the county commissioners for final approval.
The board also will hold a public hearing to consider revisions of flood-plain and flood-way management regulations to coincide with new flood insurance rate maps adopted last year.
For the county to continue to participate in the National Flood Insurance Program, the state and federal governments require Flathead County to revise its flood-plain regulations to better align with the Montana Department of Natural Resources and Conservation state model flood-plain hazard management regulations.
The revisions will run the gamut, including general provisions, definitions, forms and fees, regulated flood hazard areas, uses allowed without a permit, prohibited uses, permit application requirements, application evaluation, development requirements in the flood way and flood fringe, emergencies, variances, appeals, enforcement and penalties.
The Planning Board meets at 6 p.m. Wednesday in the second-floor conference room of the Earl Bennett Building, 1035 First Ave. W. in Kalispell.
