Two men arrested in alleged eluding case

POST FALLS — Two men were arrested on Thursday morning in Post Falls after the driver allegedly attempted to elude a deputy and became verbally uncooperative.
The driver, Robert N. Harding, 38, Spokane was booked into the Kootenai County jail for felony eluding and excessive driving under the influence. The passenger, Kevin J. Kacalek, 35, Newman Lake, Wash., was arrested for possession of drug paraphernalia and marijuana.
According to a Kootenai County Sheriff's Office report, a deputy saw an occupied car pulled over along the roadside on Seltice Way just east of Beck Road around 2:30 a.m.
"As the deputy turned around to go check on the occupied car, it sped off eastbound on Seltice where it reached speeds of nearly 90 mph," said Detective Dennis Stinebaugh.
The deputy activated his patrol car lights, but the suspect car continued to Pleasant View and turned south.
"It kept going to the Exxon (gas station), but now at 30 mph until finally stopping in the parking lot," Stinebaugh said.
Deputies conducted a high-risk traffic stop (with guns drawn) due to the alleged actions of Harding, who was also allegedly verbally uncooperative with responders during the stop.
"Both (occupants) had difficulty following our commands and appeared unsteady on their feet," a deputy wrote in his report. "Upon arrival to (the jail), Harding was initially uncooperative with detention deputies and had to be placed in a safety cell until he calmed down and could participate in my investigation."
A Post Falls Police K-9 unit responded to the scene in case the situation escalated further.
