NOTICE OF REQUEST FOR QUALIFICATIONS FOR PREAPPROVED CONSULTANT SERVICES The City of Hayden herein solicits Statements of Qualifications (SOQ's) for the purpose of establishing a preapproved list for professional design and engineering related services pursuant to Idaho Code § 67-2320(2)(h). The Preapproval list for professional design and engineering related services will be used by both the City of Hayden and Hayden Urban Renewal District. This solicitation seeks to determine the qualifications of professional firms with expertise in any or all of the following service categories: 1) Wastewater Collection System and Lift Station Design, Modeling, and Analysis; 2) Landscape Architecture; 3) Transportation, Street, and Signal Design; 4) Traffic Engineering and Transportation Planning; 5) Hydraulic Engineering, Storm and Flood Control; 6) Geotechnical Engineering and Materials Testing; 7) Land Surveying and Construction Staking; 8) Structural Engineering; 9) Mechanical Engineering (municipal); 10) Electrical Engineering (municipal); 11) Construction Observation and Inspection; 12) General Architecture Services. The term for which the preapproved list will be utilized for requested services is through February 28, 2019. NOTICE OF PUBLIC HEARING Notice is hereby given that on January 4, 2017, at 10:00 a.m., the Idaho Housing and Finance Association ("IHFA") will conduct a public hearing at 565 West Myrtle Street, Boise, Idaho, 4th Floor Conference Room, regarding IHFA's Multi-family Mortgage Revenue Note (Coeur d'Alene Manor Project and English Village Project), for the issuance of tax exempt note in an aggregate amount of up to $9,750,000 (the "IHFA Note") with the proceeds of such IHFA Note to be used to provide financing for the redevelopment of two contiguous apartment complexes located in Coeur d'Alene, Idaho. Coeur d'Alene Manor consists of 60 units that are reserved for elderly and disabled residents and is located at 3016 North Government Way, Coeur d'Alene, Idaho. English Village consists of 66 family-oriented units and is located at 115 East Anton Avenue, Coeur d'Alene, Idaho. Combined, the two apartment complexes will consist of facilities of approximately 92,773 sq/ft and with two community centers, two recreational rooms, two laundry rooms, and a playground. Units will include a mix of 10 studio units, 63 one-bedroom units, 23 two-bedroom units, 30 three-bedroom units, and related facilities. Such housing projects are to be initially owned and operated by CDA Preservation LP, an Idaho limited partnership authorized to conduct business in Idaho. Neither the State of Idaho nor any county, municipal corporation, quasi-municipal corporation, subdivision or agency of the State is obligated to pay the principal or interest on the IHFA Note. No local or state tax funds or revenue will be used to pay the principal or interest on the IHFA Note. This public hearing is required by the U.S. Internal Revenue Code.
