REQUEST FOR QUALIFICATIONS Contractors for Hazardous Fuel Treatment on Private Lands within Kootenai County The Grants Management Office is seeking qualifications from qualified contractors for the purpose of establishing a pool (list) of contractors experienced in the treatment and removal of hazardous fuels. Only project areas listed in Kootenai County's current County Wildfire Protection Plan (CWPP) shall be treated. The contractors (pool) list will be used to solicit bids for proposed work on a rotating basis, with those possessing the required skill set being invited to bid in order of their list ranking. Selection for the individual service contracts will be made based on "best value" which includes but is not limited to: required set of skills, bids for proposed work, and ability to provide the service during an appropriate timeframe. Once an award is made, non-successful contractors will remain at the top of the list while the winning contractor will be placed at the bottom of the list. The qualified pool will be determined based on qualifications received for one or more of the following service categories: 1. Chainsaw thinning, pruning and ladder fuel reduction. 2. Slash reduction. Chipping 3. Slash reduction. Mastication or mowing 4. Slash reduction. Hand piling and burning 5. Merchantable material utilization. Where sufficient quantities exist, merchantable trees designated for cutting must be utilized. Examples of products include sawlogs, pulp, posts and poles, and firewood. The Contractor shall provide a past history, including references, for work in each service category listed above, for which Contractor would like to be considered. This can include number of years' experience; experience with different fuel types and fuels treatments, and whether structures were involved; types of equipment available; and experience of operators, etc. The Contractor's work must be in accordance with all State and Federal Laws. Individual service contracts will be awarded, during the course of the performance period of the hazardous fuel reduction grant award, from the qualified pool based on available funding and the specific work to be accomplished within each Work Area. There may be multiple service contracts within each Work Area. The County reserves the right to reject any and all responses to this Request for Qualifications and/or bids not in compliance with all prescribed bidding procedures and requirements, reject for good cause any and all responses to this Request for Qualifications and/or bids upon the finding that it is in the public interest to do so, to waive any and all informalities which do not affect the essential fairness of the bidding process, and to award bids deemed best overall for Kootenai County.
