MINUTES FOR THE BONNER COUNTY BOARD OF COMMISSIONERS' MEETING October 4, 2016 TREASURER - Authorized the County Treasurer to transfer $100 from the Treasurer's Account to the Sheriff's Office Petty Cash Drawer. ASSISTANCE - Approved Resolution #16-70 for the appointment of D. Scott Bauer to the Bonner County Board of Community Guardian. HUMAN RESOURCES/RISK MANAGEMENT - Approved the Pay sheets as presented. Approved adopting the revised Bonner County Personnel Policy Manual to include a policy change from "For Cause" to "At Will" employment for all Bonner County exempt and non-exempt employees. Approved Resolution #16-71 allowing HR/Risk Management to destroy the above described files, following Title 74, Chapter 1 Public Records Act rules. AIRPORTS - Approved Mr. Wade Burnett to encumber the lease agreement for Lot 8 at Sandpoint Airport via a mortgage with Allen M. Mangum and Natalya V. Mangum. Approved the Priest River Airport Advisory Board request to change the frequency and meeting time to Quarterly and 12:00 noon. Approved for Priest River Airport to Solicit Bids for the Construction of a Maintenance Shed at Priest River Airport with total construction cost not to exceed $55,000 per IC 67-2805 (2). JUSTICE SERVICES - Approved the Bonner County Memorandum of Agreement to support the Community Incentive Program (CIP); the Re-Entry Program (REP); and/or the Mental Health Program (MHP). This agreement provides state funding for the 2016-2017 and 2017-2018 fiscal years for approved treatment programs for juvenile offenders and has been approved by legal. The MOA begins on October 1, 2016 and ends on September 30, 2018. EMS - Approved the Right-Of-Way Easement Contract with Northern Lights, Inc. for the new EMS building site located in Sagle, Idaho.
