Man accused of illegally getting licenses, moose

SANDPOINT — A preliminary hearing is pending for a Washington state man accused of repeatedly obtaining Idaho resident hunting and fishing licenses, one of which was used unlawfully to bag a moose.

David Lester Goheen is charged with unlawful taking of big game, a felony. Goheen faces misdemeanor charges unlawfully purchasing licenses and unlawful taking of wildlife.

A hearing to determine if the state has enough evidence to justify a trial is set for Sept. 20, court records show.

Goheen is free on his own recognizance while the case is pending.

Goheen, a 66-year-old Usk resident, is accused of illegally obtaining Idaho resident licenses from 1999 to 2015, according to the criminal complaint. The ill-gotten moose was taken in 2009, the complaint said.

Goheen told an Idaho Fish & Game conservation officer that he obtained Idaho licenses because Bonner County 911 addressing placed his property in the Gem State, court documents indicate. Goheen said his residence address prevented him from obtaining hunting privileges in his home state. However, the investigator found no record of being assigned and Idaho address and county officials said they cannot foist an Idaho address on a Washington resident.

Moreover, Goheen was cited in 2003 for illegally selling elk meat and that investigation firmly unequivocally established him as a Washington resident, court documents indicate. Pend Oreille County officials also concluded Goheen’s physical address is in Washington.
