A new mayor and two new City Council members were sworn in Wednesday night in Troy.

Dallas Carr, Troy’s incoming mayor, was elected Nov. 7 in a vote pitting him against Charles Ekstedt Jr. and Chris Penner, while Shawna Kelsey was elected by acclamation to the City Council after no one ran in opposition.

After the election, an opening was left on the City Council, and former mayoral candidate Ekstedt Jr. applied to fill the vacancy. His appointment was unanimously approved Wednesday night.
