Airport boss out - again

COEUR d'ALENE — Greg Delavan is no longer the general manager of the Coeur d'Alene Airport.

Outgoing Kootenai County Commissioner Dan Green confirmed Delavan’s employment with the county has come to an end.

“After that, I will say ‘no comment’ as it relates to personnel matters,” Green said Thursday.

Public records show the county commissioners met twice Wednesday behind closed doors, in executive sessions, to discuss an employee.

Idaho law allows officials to meet outside the public eye when discussing personnel issues, but resulting decisions must be made in public, although there is no requirement the employee involved be named.

Following the commissioners’ second executive session Wednesday, they voted 2-1 to end the employment of an unnamed employee. The county’s other outgoing commissioner, David Stewart, cast the dissenting vote.

In a statement sent to The Press, Stewart confirmed the vote regarded Delavan's employment and that he "voted strongly against" firing the longtime airport manager. Stewart wrote Delavan managed the airport with "excellence and professionalism," and claimed Green has a personal vendetta against Delavan.

"My concerns now are that Commissioners Dan Green and Marc Eberlein have exposed the county to enormous liability," Stewart wrote.

"That's absolutely not true," Green said in response to the allegations. "David Stewart has his opinions, and sometimes we disagree."

Public records also show the commissioners will hold a special, public meeting at 11 a.m. today to “take personnel action” concerning an employee.

"It's to clarify an action we took and it dovetails on our previous meeting," Green said.

This is not the first time Delavan’s employment has become an issue for commissioners.

Delavan was fired in November 2014 after working for almost two decades as the manager of the airport. No reason was given for the dismissal. The board at that time comprised two former commissioners and Green.

Delavan was reinstated the following February, a move Green opposed. Stewart and Marc Eberlein, both a month into their first terms on the board of commissioners, voted to reinstate him.

This latest decision to part ways with Delavan comes again as two commissioners are on their way out. This is the final week of office for Green and Stewart. On Monday their replacements, Chris Fillios and Bob Bingham, will be officially sworn in as county commissioners.

“I had no idea this was going to happen. I wasn’t consulted on it and I should not have been, quite frankly,” Fillios told The Press Thursday, adding personnel matters should solely be addressed in executive session between commissioners.  

Delavan did not respond to Press requests for comment.
