TICKET: Just not right

I would like to know why on the worst snowfall of the season so far, an ISP officer decides to issue a ticket for a rear license plate being covered in snow. A young kid working and paying bills and gets a $67 ticket.

Just so ISP knows, I am going to call them for every car I see on the road that has snow covering their plate. This is stupid, and harassment. He apparently tried to come up with other reasons to ticket him and couldn’t come up with a valid one so this is how he justified his ticket.
