Deputies, suspect named in shooting

Three Bonner County sheriff’s deputies and the suspect involved in Monday’s shooting in Blanchard have been identified by investigators.
Deputies Michael R. Gagnon, 53; Justin M. Penn, 30; and William T. Craffey, 47, will be placed on administrative leave while the case is investigated by the Kootenai County Sheriff’s Office.
Gagnon and Penn were injured when gunfire erupted as the three deputies were attempting to serve an arrest warrant on Adam Deacon Foster, 30, at Foster’s home on Mountain View Road. Craffey was not injured.
Gagnon and Penn remain at Kootenai Health where they underwent surgery Monday for gunshot wounds. Gagnon’s condition is serious and Penn is listed in fair condition.
Foster is also at Kootenai Health recovering from gunshot wounds. He is listed in fair condition.
The investigation is in its early stages with detectives from multiple agencies of the Critical Incident Task Force collecting evidence and statements from witnesses. Crime scene processing is ongoing.
Gagnon has 1 year and nine months of service with the Bonner County Sheriff’s Office. Penn has been with the office for five years and six months, and Craffey has been with BCSO for nine months.
