Man takes free items, ends up getting tasered

RATHDRUM — A Rathdrum man believed to be stealing packages from the FedEx bin of a business was innocent of the crime, surveillance video later revealed.
But that was after he was tasered four times and arrested for allegedly being uncooperative with police.
Shane C. Shantie, was booked into the Kootenai County jail for obstructing and delaying a police investigation at the Dashco convenience plaza, 14319 W. Highway 53.
A Rathdrum Police officer applied a stun gun to Shantie to restrain him, according to a police report.
A civilian suffered minor injuries while he assisted the officer by taking Shantie to the ground and holding him there until the arrest could be made and police backup arrived.
A Dashco employee contacted police when it was believed Shantie was stealing packages from the FedEx bin, the report states.
When an officer responded, Shantie allegedly wouldn't allow the officer to see the package he had in his hand.
"I reached out to look at it, and he grabbed it back and would not allow me to see it," the officer wrote.
Shantie told police his intent was to mail the package and threatened to leave the business before the officer completed the investigation.
The officer said Shantie acted erratic during the investigation, screamed and impeded the review of the surveillance video to determine if the suspect had committed a crime.
"It was obvious that Shane was not complying," the report states. "I told Shane numerous times I was going to tase him if he didn't comply and he didn't. Shane acted as if he was going to walk away."
The officer wrote that a male resident grabbed Shantie's sweatshirt and took him to the ground, assisting the officer with the arrest.
"After he was drive-stun tased approximately four times, he stopped resisting," the officer wrote of Shantie.
The officer said the video later revealed Shantie did not take outgoing packages from the FedEx shipping bin, but free supplies offered to customers who use the drop-off service.
"I believe Shane thought he could get charged with theft and that is why he would not let me see the package he was holding," the officer wrote. "After looking at the large FedEx package, it was open and stuffed with all of the FedEx shipping paperwork and supplies (such as envelopes and labels)."
The Dashco employee told police she had told Shantie he wasn't supposed to be behind the business. She said he had been acting suspicious, as if he was looking for something. When he started taking FedEx items, she called police.
The officer wrote that Shantie admitted to being on pain medication, but no drugs were found on him.
