Proceedings resuming in stabbing case

SANDPOINT — Criminal proceedings are resuming in the case of a Washington state man accused of stabbing a man in Laclede.
Shawn Montgomery Harp is scheduled to be arraigned on charges of attempted murder, operating a motor vehicle without the owner’s consent and possession of drug paraphernalia in 1st District Court on June 19. He waived his right to a preliminary hearing on June 6 and is being held at the Bonner County Jail in lieu of $250,575 bail.
Harp, 34, is accused of suddenly stabbing a man in the chest and back without warning or provocation on April 16.
Harp fled the scene in the homeowner’s utlity terrain vehicle and became the subject of an overnight manhunt.
Those who attended the gathering were at a loss to explain why Harp lashed out at the man without saying a word. The alleged victim suffered a punctured long in the attack and doctors told investigators he would have likely died if hadn’t been rushed to the hospital, according to court documents.
Harp’s wife told investigators that her husband had asked her if he was meant to killed the alleged victim, a probable cause affidavit said.
Proceedings against Harp were halted early on in his prosecution because doubts were raised about his capacity to assist in his own defense. Harp’s defense counsels moved for a mental health evaluation because he reported experiencing hallucinations and that his thoughts had been controlled by others for months leading up to the stabbing.
Documents involving Harp’s mental health status are filed under seal, so it’s not clear how his competency to stand trial was restored.
Harp is being prosecuted as a persistent violator due to prior felony drug convictions in Kootenai County in 2005 and 2006.
If convicted of the charges and the enhancement, Harp could be imprisoned for the rest of his life.
