AIRPORT Approved the Sandpoint Airport - Lot 28, Lease Agreement between Bonner County and Rick Peterson. The term of the Lease is for 30 years with a right to extend the Lease for an additional 20 years. The Lease rate is $2,090.70 per year which equals $.30 per square foot. FACILITIES & RECREATION Approved the Thyssenkrupp Elevator work order in the amount of $19,527 for the elevator replacement parts in the Administration Building that was damaged by flood water in March. Authorized the Chairman to sign this administratively. Approved the Fire Protection Specialists, LLC quote in the amount of $8,200 to install a new hood system in the kitchen at the Jail. Authorized the Chairman to sign the quote administratively. MISCELLANEOUS Approved the Letter of Intent to the Bonner Soil & Water Conservation District outlining the Bonner County Commissioners intent to provide the Bonner Soil & Water Conservation District $10,500 during the State fiscal year 2018 (July 1, 2017 - June 30, 2018). MINUTES FOR THE BONNER COUNTY BOARD OF COMMISSIONERS' MEETING May 2, 2017 SOLID WASTE Approved the Pucci Concrete quote in the amount $12,760.00 for the installation of a concrete slab in the building on Peninsula Road and a concrete apron in front of the building. Discussion/Decision Regarding Roof Guard LLC Quotation, Peninsula Road; $21,360.00. Approved the Roof Guard LLC quote in the amount of $21,360.00 with $10,680.00 already being paid and a remaining balance of $10,680.00 to be paid upon completion for the two lean-to structures at the building on Peninsula Road. Approved the Solid Waste Fee Waiver for the City of Kootenai annual spring clean-up event being held May 12 - 22, 2017. Discussion/Decision Regarding Solid Waste Fee Waiver, City of Sandpoint, Parks and Recreation. Approved the City of Sandpoint Parks & Rec Department request to waive Solid Waste fees in the amount of $480. This fee was generated as the result of a fire set by vandals that destroyed an outbuilding and portable toilets at Great Northern Park. Tabled the Solid Waste Fee Waiver for the City of Sandpoint for the city clean up event being held June 5-9, 2017, until more information is provided by the City of Sandpoint. ROAD & BRIDGE Awarded the 2017 Magnesium Chloride contract to Roadwise, Inc. for the unit prices listed on their bid submittal form, also authorizing the Road and Bridge Department to move forward with the contract and authorized the Board Chairman to sign this acceptance administratively. Approved the Notice of Advertisements for the Bonner County Asphalt Pavement Projects - 2017. I also move to authorize the Board Chairman to sign this administratively. Approved the notice of advertisement for the procurement of dry bulk cement and also to allow the Board Chairman to sign this administratively. Discussion/Decision Regarding Hiring a Cement Contractor; not to exceed $12,000. Approved this Road and Bridge expenditure for cement spreading for an amount not to exceed $12,000, also to authorize the Board Chairman to sign this administratively. FACILITIES & RECREATION Approved the Monaghan Mechanical, Inc. estimate for work to be completed in the jail in the amount of $5,000 to correct the existing condensate drains, and straighten and support gas lines as they are not correctly attached and need to be brought to code. MISCELLANEOUS Approved Resolution #17-46 removing Delilah McGhee from the Board of Community Guardian. Approved Resolution No. #17-47 authorizing the adjustment of the Bonner County EMS budget to reflect the receipt of unanticipated grant funds in the amount of $4,552.00 received from The Department of Health and Welfare for the purchase of an ISOPOD. This would increase FY2017 budget, line item 999185-9370 Capitol-Other by $4,552.00 from $136,206.00 to $140,758.00. JUSTICE SERVICES Approved the MorphoTrust Maintenance Agreement Addendum for the term of one (1) year, May 2017 to May 2018, whereby MorphoTrust agrees to perform maintenance services for the fingerprint computer and printer located in the Bonner County Juvenile Detention Center at a cost of $1,491.00, as approved by legal. Approved the FY2018 Idaho Department of Juvenile Corrections (IDJC) Millennium Grant application requesting the amount of $8,100.00 in order to fund the third year of a Youth Court program to address tobacco and substance abuse with juvenile status and low-risk delinquent offenders as approved by legal. ROAD & BRIDGE Approved the Flagger Contract with Cherry Enterprises for $8,480.00 for work on the Bottle Bay Road Work. SOLID WASTE Approved the transfer of a truck and trailer from the Bonner County Solid Waste department to the Bonner County Road & Bridge department. The transfer consists of a 1999 Sterling dump truck valued at $31,000 and a 2011 Trail King tilt bed trailer valued at $40,000. This transfer will assist the Solid Waste department in downsizing the current fleet for efficiency and provide a dump truck and trailer for the Road & Bridge department. FACILITIES & RECREATION Accepted the bid of Selkirk Sealcoat for $17,016 with a donation of $2,481.50 to seal the Sagle Bike Path, Idaho Department of Parks and Recreation will reimburse Bonner County $10,890.24, and North Idaho Bikeways will contribute $3,644.26 of matching funds; authorized the Chairman to sign the Proposal administratively on behalf of Bonner County. Approved the contract prepared for the Campground Host position at the Garfield Bay Campground and authorized the Chairman to sign the contract administratively on behalf of Bonner County. Approved the Agreement with Dan Ralls for short-term Caretaker Services at Bonner Park West in the amount of $4,500.00, and authorized the Chairman to sign the contract administratively on behalf of Bonner County. Approved Resolution #17-48 Priest Lake Groomers Budget Adjustment to transfer funds in the amount of $3,500.00 from "B" budget, Fund 36, Object 7860 Miscellaneous Expense in the amount of $1,500.00, and Fund 36, Object 7040 Vehicle Repair in the amount of $2,000.00 be transferred to the "A" portion of the budget, Fund 36, Object 6090 Salaries. MINUTES FOR THE BONNER COUNTY BOARD OF COMMISSIONERS' MEETING May 16, 2017 MISCELLANEOUS Approved the Letter of Support for the Conservation Easement at Schweitzer Mountain Resort in conjunction with the USFS Forest Legacy Program. Approved the Letter Regarding Payments in Lieu of Taxes program (PILT) in the FY 2017 Consolidated Omnibus Appropriations Bill. SHERIFF Approved the disposal of the listed surplus vehicles and equipment through public auction to be disposed of under Idaho Code 31-808; to hire Jeff Sater, Auctioneer, to perform that auction at the rate of $25.00 for each vehicle and piece of equipment; and for the Chairman to sign titles and bills of sale administratively. FACILITIES & RECREATION Approved the Dude Solutions, Inc. proposal in the amount of $8,000 to provide necessary data gathering information to inventory all county buildings and to create a preventative maintenance schedule. I further authorize the Chairman to sign the proposal administratively. Approved the Northwest Service Technologies, LLC annual contract to perform preventative maintenance to the HVAC computer program at the Administration building from June 1, 2017 to September 30, 2017 in the amount of $2,124.00. Authorized the Chairman to sign the agreement administratively. Approved and authorized the use of the picnic area of the Garfield Bay Recreation Area for an annual non-profit fund-raising pancake breakfast feed on Saturday, July 1, 2017. SOLID WASTE Authorized the Solid Waste department to go forward with the estimate in the amount of $7,867 from Wood's Crushing and Hauling to repair the broken asphalt at the Clark Fork transfer station. Authorized the Chairman to sign the estimate administratively. Authorized the Solid Waste department to move forward with the Selkirk Sealcoat estimate in the amount of $8,360.00 to clean and apply 2 coats of asphalt sealer to approximately 38,000 sq. ft. of the paved area at the Clark Fork transfer station. JUSTICE SERVICES Approved the purchase of a Canon ImageRunner Advanced C5535i by Justice Services, at a cost of $7,295.00 with equipment maintenance, as set forth on the attached quote from Teddi Lupton, Procurement/Project Manager for Bonner County, as approved by legal. Payment will be made from Lottery Funds held in Justice Services Budget line item 0061-006-9390 (Capital Vehicles). ROAD & BRIDGE Approved the Road and Bridge Department to proceed with a financing agreement with Columbia Bank for the lease-purchase of three graders. Financing will be provided at the fixed rate of 2.35% for a total purchase cost of $976,461.85 for a period of five (5) years. The formal Columbia Bank financing agreement will be submitted to the BOCC for review and approval at a later date. Authorized the Chairman to sign this administratively.
