Polls open today for school proposals

Polls for supplemental levy proposals in the Coeur d'Alene, Post Falls, Lakeland, Kootenai and Plummer-Worley school districts will be open today from 8 a.m. to 8 p.m.

Coeur d'Alene is also floating a special general obligation bond to voters, while Lakeland is also proposing a plant facilities levy.

A simple majority vote (50 percent plus one) is needed for the supplemental levies to pass. A super majority (66.67 percent) is needed for the Coeur d'Alene bond to pass. Fifty-five percent is needed for the Lakeland plant facilities levy to pass.

With supplemental levies, school districts can ask voters to supplement the basic budget revenue they receive from the state. Districts use such funds for day-to-day operations such as updating curricular materials and textbooks, technology and other purposes.

Here's a look at each district’s proposals:

COEUR d'ALENE

The district is proposing a levy amount of up to $16 million per year for two years. The amount is a $1 million annual increase from the current levy.

However, neither the levy nor the bond would increase the current tax rate of $2.31 per $1,000 of assessed value due to growth and property value increases, according to the district.

The additional supplemental funds will support seatbelts on buses, adoption of an English Language Arts curriculum and decreasing class sizes. Ongoing levy dollars pay for curriculum materials and textbooks, school resource officers, transportation, extracurricular activities, technology, para-professionals and facility maintenance.

Approval of the bond authorizes the district to issue general obligation school bonds not to exceed $35.5 million for financing a new elementary school in the northwest part of the district and upgrades, expansions or repairs to Coeur d'Alene and Lake City high schools, Lakes Magnet Middle School, Dalton Elementary School, Fernan STEM Academy and Hayden Meadows Elementary.

The total amount to be repaid over the life of the bonds, including the anticipated interest and less the amount in estimated bond levy equalization payments, is $46,091,050.

The funds would include acquiring the land and building the new elementary school.

Seven new classrooms to replace portable buildings at Coeur d'Alene High are planned along with eight new classrooms to replace portables at Lake City.

POST FALLS

The supplemental levy proposal is for $4.955 million per year for two years.

The request is a $300,000 increase per year from the district's existing levy, but will not increase taxes due to the district's increased taxable value because of growth and the restructuring of the district's construction bonds.

The funds will be spent on textbooks and updating curriculum and technology.

School officials said district's average supplemental levy rate per student of $814 is one of the lowest in the state.

LAKELAND

The supplemental levy proposal is for $8,990,534 per year for two years.

It would be used to implement full-day kindergarten in the district’s elementary schools, add classified staff positions such as school resource officers in the district’s county schools, hire athletic trainers for the high schools and repairing instruments for band and orchestra programs.

The levy would replace a $5.3 million levy expiring at the end of June.

If approved, it is estimated the new levy will raise the local tax rate from $2.51 per month per $1,000 of taxable assessed property value to $3.50 per month.

The owner of a $180,000 home, after the homeowner’s exemption is applied, is expected to pay an additional $10.62 per month if the supplemental levy is approved.

The five-year plant facility levy for $1,146,520 per year would to help the district pay for roof repairs, resurfacing the high school tracks, six replacement buses, resurfacing the Lakeland High gym, school safety updates, resolving heating issues, a restroom update at Mountain View High School, weight room update at Timberlake High, resolving playground drainage issues and updating technology.

The proposed plant facility levy is an increase from the district’s current levy of $800,000 per year.

The plant facility levy would increase local tax rates by 11 cents per month (33 cents to 44) for each $1,000 taxable assessed value.

The district estimated the cost per month for someone with a $180,000 home and a homeowner’s tax exemption, would go up by 97 cents per month ($2.45 to $3.42) due to the plant facility levy.

KOOTENAI

A supplemental levy of $750,000 per year for two years is proposed.

It would replace an existing levy of $900,000 a year and not increase taxes. The annual property taxes for the levy would remain the same as the current year at $1.61 per $1,000 of assessed value.

The funds would not pay for any new programs. The money would pay for building maintenance, supplies, instructional technology, textbooks and other teaching materials.

PLUMMER-WORLEY

The district is proposing a supplemental levy of $550,000 per year for two years. The amount is the same as the current levy.

The funds would help pay for full-time kindergarten, athletics, elective classes, smaller class sizes and maintaining basic education and STEM programs.

Even if the levy passes, taxes will decrease in the district. The 2015 levy cost $1.12 per $1,000 of assessed value, while today's proposal would cost $1.07.

The owner of a $150,000 home with a homeowners' exemption would pay $6.69 per month for the proposed levy.
